Director of Research and Capacity Building
Dr. Otieno is a senior development professional with a multidisciplinary academic and technical background bridging environmental sciences, WASH, community empowerment, ICT4D, and monitoring, evaluation, research, and learning (MERL). He holds a Bachelor’s degree in Applied Aquatic Sciences from Egerton University, with a strong background in water, sanitation and hygiene (WASH), community empowerment on water quality access, and environmental conservation. He further holds a master’s degree and a PhD in Information Systems both from University of Nairobi, bringing critical expertise in the application of digital systems, data, and technology to community development and decision-making processes.
Dr. Otieno has undertaken professional certifications and training in Monitoring, Evaluation, Research and Learning (MERL) from United States International University (USIU) and Public Policy Analysis from the London School of Economics and Political Science (LSE). His combined expertise strengthens Real Link Center for Research and Capacity Building’s ability to integrate environmental sustainability, technology, and evidence-based approaches into development programming.
